Overview

What it involves

Federal Decree-Law No. 11 of 2024 on the Reduction of Climate Change Effects, in force since 30 May 2025, requires entities within its scope to measure and report their greenhouse gas emissions. Under Cabinet Resolution No. 67 of 2024, which established the National Register for Carbon Credits, entities emitting 0.5 million tonnes of carbon dioxide equivalent or more each year must submit emissions reports verified by a verification entity approved by the Ministry of Climate Change and Environment.

In Abu Dhabi, Resolution No. (03) of 2026 of the Environment Agency Abu Dhabi introduces mandatory measurement, reporting and verification for facilities in targeted sectors above a specified threshold, with verification by verifiers registered and accredited with the Agency.

FAQ

Common questions

Is GQCL an approved verifier under UAE schemes?

GQCL is accredited by EGAC for greenhouse gas validation and verification to ISO/IEC 17029 and ISO 14065. Approval and registration under federal and emirate schemes follow the procedures of each authority, and our current status is published on our Accreditation page.

Does voluntary reporting also need verification?

Verification is not mandatory for voluntary reporting, but lenders, investors, customers and disclosure platforms such as CDP increasingly expect independently verified emissions data.

Which standards do verifiers apply?

Verification of GHG statements is generally conducted in accordance with ISO 14064-3, by bodies meeting the requirements of ISO 14065. The applicable scheme may set additional rules on methodology, materiality and reporting.
